This site is designed to be used with font sizes set to medium

If it looks like text is overflowing the boxes it should
be staying in—especially in the banner area at the top of the
screen—you can change your font sizes by selecting the View
menu at the very top of the screen, going to Text Size,
and
selecting medium
or normal.
If you have trouble seeing at those sizes, you may use larger ones, but the site won't be as pretty. You may also need to use the site map to navigate, as very large sizes can make some text in the navigation bar disappear; a link to the site map appears in the top right corner of each page. We apologize for any inconvenience.
Documents on the web are hyperlinked
; that means that some pieces
of text are actually links, which can be clicked to get to another page.
On this site, underlined text is almost always a link. Most links are
red, but pages you've already visited are
shown in gray.
This site has over 100 pages, so the navigation tools divide the major pages into five categories, which should be visible in the white strip near the top of the page. Hover the mouse over a category to see a list of the pages in that category. Each page name in that list is a link; just click on the appropriate one to go to that page.
